RD Abaro's Message during the Regional Launching of the 2020 Census of Population and Housing on 27 August 2020

My respect to the Regional Director Mylah Faye Aurora B. Cariño of the National Economic and Development Authority X, who is the Chairperson of the Regional Census Coordinating Board and Regional Statistics Committee of this Region, our partners from the Philippine Information Agency X, our friends from the broadcast and print media, my fellow government workers in the Philippine Statistics Authority – Regional Statistical Services Office X, Good afternoon!

First of all, I would like thank everyone for joining us today in the official launching of the 2020 Census of Population and Housing or the 2020 CPH that will commence the census taking on 01 September 2020 and hopefully will end on the 29th of September this year.
 
The Census of Population and Housing has been conducted by PSA every ten years during the month of May in partnership with the Department of Education with public school teachers as enumerators. This is in pursuant to Batas Pambansa Blg. 72. With the COVID-19 pandemic, the 2020 CPH plans and timetable were revised to address the restrictions brought about by this pandemic, thus, DEPED teachers are not anymore involved in the census due to conflicting schedules with the school opening.
 
Recognizing the importance of an updated population data, the PSA must push through with the conduct of the census this year in the midst of the COVID19 pandemic. In this undertaking, the PSA-RSSO X shall deploy 6,285 census personnel which includes field interviews and supervisors that will cover the 5 provinces and 2 HUCs in Northern Mindanao and to interview more or less a total of 1,120,348 estimated number of households. During their visits in all households, these field personnel will introduce themselves properly and present their PSA issued identification cards. They may not require to enter the houses but will only ask questions based on the questionnaire and will never request additional documents to present during the interview. Our field personnel were trained in 5 days for the enumerators and 6 days for the supervisors to equip them fully the concepts, definitions and procedures of the census taking. Aside from these knowledge and skills, they are also instructed to implement strictly the minimum health and safety standards to avoid transmission of the virus. Moreover, these field personnel are also provided with PPEs such as alcohol, mask and face shield following the safety precautions against COVID19, hence they are required and regularly reminded to practice minimum health standards such as the wearing of PPEs, frequent washing of hands or use of alcohol as well as maintaining physical distancing at all times and regular monitoring of their body temperatures.
 
The public is assured of the strict adherence to the health protocols by our field personnel to encourage them to support this statistical undertaking. But we need more stakeholders to drum up and to highlight the importance of the census through a massive and effective information, education and communication campaign considering the wide coverage of the 2020 Census. This is also to ensure that all households particularly the respondents will have favorable attitude towards the census taking and future statistical-gathering activities of the PSA. Hence, we would like also to ask the support and assistance of our media partners in instilling public awareness and appreciation as well as the support for the 2020 CPH.
 
May all of us here present be living mouthpieces to spread the news around the region and to rally among the people about the conduct of the 2020 Census. 
 
Finally, we need everyone’s full cooperation for the PSA to gather accurate and timely data that will translate to effective development plans and programs of the government to improve the lives of every Filipino.
