The Secretary of the Department of Social Welfare and Development (DSWD) has released a memorandum instructing all field offices to ensure the registration of all beneficiaries with the Philippine Identification System (PhilSys) by the end of October 2023. This memorandum emphasizes the mandatory nature of the registration process, with the primary goal of expediting the provision of social services and benefits to eligible recipients. Field offices are directed to collaborate with the Philippine Statistics Authority (PSA) and other pertinent agencies to guarantee the seamless and effective execution of the PhilSys registration.
On September 4, 2023, Janith C. Aves, the Officer-in-Charge Regional Director of PSA Region X, along with Registration Officer IV Jose B. Tuason, Jr. and Registration Officer III Joy E. Llido, held discussions with Ramel F. Jamen from DSWD Region X to strategize the registration of all beneficiaries. One of the key strategies agreed upon was to conduct an inventory/identification of beneficiaries who had not yet registered in PhilSys during the region-wide Family Development Session.
On September 14, 2023, PSA and DSWD collaborated to conduct a pilot test of PhilSys Registration in Baungon, Bukidnon, covering four Barangays: Danatag, Imbatug, Liboran, and Salimbalan. During this event, a total of 476 interested participants were present, with 260 of them successfully completing the registration process. Those who remained unregistered were advised to await the announcement of the next schedule for the massive registration.
The inventory process is scheduled to conclude on September 28, 2023. Following its completion, we will develop a schedule that prioritizes municipalities with a significant number of unregistered beneficiaries.
The partnership are embarking on a groundbreaking collaboration to ensure that all DSWD beneficiaries within the region are registered under the Philippine Identification System (PhilSys). This joint effort marks a significant step towards enhancing access to social services and government programs for the most vulnerable members of society.
The partnership's primary goal is to leave no DSWD beneficiary behind. By working together, PSA and DSWD aim to identify and register every eligible beneficiary in the region, thereby granting them access to the benefits and advantages of PhilSys.
The PSA also urged those who have not yet registered or received their ePhilID to do so as soon as possible as we are aiming to complete the registration by December 2023.
