The Philippine Statistics Authority (PSA) announced that the registration of the Philippine Identification System (PhilSys) in Region 10 has reached 88% completion which is equivalent to 3,924,386 out of 4,461,503 target individual as of August 31, 2023. This is a significant milestone in the implementation of the national ID system, which aims to provide a valid proof of identity for all Filipinos and resident aliens. Philippine Postal Corporation (PhlPost) is tasked to complete the delivery of PhilID cards to all registered applicants in the whole country. As of July 31, 2023(last update from PhlPost), 1,302,523 PhilIDs have been delivered out of 1,478,476 PhilIDs received by PhilPost in Region X compared to 3.9 million people in the region who have successfully registered. The distribution of the ePhilID in Region 10 has reached 73% completion. This means that out of the 3.9 million registered individuals in the region, 2.8 million have already received their ePhilID. The ePhilID is a digital ID that contains biometric and demographic information of the holder, such as full name, date of birth, sex, blood type, address, and marital status. It also has a unique PhilSys number (PSN) and a QR code that can be scanned by authorized entities to verify the identity of the holder. The ePhilID can be accessed through a mobile app or a physical card. The ePhilID can be used for various purposes, such as applying for social services, opening bank accounts, enrolling in schools, availing health care, traveling domestically and internationally, and voting in elections. The ePhilID is also expected to enhance the efficiency and transparency of government transactions and reduce fraud and identity theft.
The registration of the PhilID in Region 10 started in 2021 and the distribution of ePhilID was started in 2022 and was conducted in phases. The first phase involved the collection of demographic data from low-income households, senior citizens, persons with disabilities, indigenous peoples, and other priority groups. The second phase involved the capture of biometric data, such as fingerprints, iris scan, and facial image. The third phase involved the issuance and delivery of the ePhilID to the registrants.
We are extending our gratitude the local government units, civil society organizations, private sector partners, and the public for their support and cooperation in the PhilSys project. The PSA also urged those who have not yet registered or received their ePhilID to do so as soon as possible as we are aiming to complete the registration by December 2023.
