Local Government Unit (LGU) of Cagayan de Oro City entered into a Memorandum of Agreement (MOA) with Philippine Statistics Authority (PSA) for the implementation of PSA’s Batch Request Query System (BREQS) in the city.

It was represented and signed by Honorable Mayor Rolando 'Klarex' Uy of LGU Cagayan de Oro City, City Civil Registrar Evangeline C. Tapangan of the Office of the Local Civil Registrar and Officer-in-Charge Janith C. Aves of Philippine Statistics Authority Regional Statistical Services Office 10 at the mayor’s office on 11 July 2023.

Through BREQS, PSA authorizes a partner to serve as BREQS outlet, to receive requests for PSA-issued copies and certifications of civil registry documents, and issue them to clients.

BREQS is an offline processing by batch where applications for documents such as birth, marriage, death certificates and Certificate of No Marriage (CENOMAR) in Security Paper (SECPA) are received and encoded by the LGU partner thru the office of the City Civil Registrar.
Under the scheme, PSA shall be providing the BREQS User the software, form templates, updates and procedures necessary in servicing its clientele.  The software will enable the BREQ User to do off-line encoding of the application details.

The collaboration between the LGU-Cagayan de Oro City and PSA will lead to positive outcomes and even improve the services to the public through streamlined process. It benefits the PSAs daily operation in terms of crowd management while giving convenience to the clients.

This scheme is not just limited to the constituents of Cagayan de Oro City but even those coming from neighboring localities.

By filing their application at the Office of the City Civil Registrar, clients need not travel to distant PSA Civil Registry System (PSA-CRS) outlets, thereby saving time, money and effort.
